How Is The Comprehensive Plan Created?

The Framework 2040 Comprehensive Plan update process is built upon input from community members. This input, in combination with analysis of existing conditions and trends, provides a base for development of goals and policies to address key issues and challenges throughout unincorporated Maricopa County.

The Comprehensive Plan update process is structured to provide numerous opportunities for community members to engage with and provide feedback on the vision, goals, and policies of the Plan, with a focus on making feedback opportunities accessible to the full range of Maricopa County community members.

In-Person Community Workshops

To compliment the virtual meeting and provide additional opportunity for County residents to be informed and engage in the Comprehensive Plan Update process, five in-person meetings were held across Maricopa County, with one meeting location for each of the five Supervisorial Districts. The five in-person meetings in each County Supervisorial District were held at the following locations and dates:

At these meetings, members of the public had the ability to sign-in, received an identical presentation to the virtual meeting on the need for and steps to update the Framework 2040 Comprehensive Plan, and then were provided a brief overview of initial research on select existing conditions within Maricopa County. Participants were able to provide direct feedback through live polling activities and informational presentation boards that were displayed throughout the meeting space. Information collected as part of these meetings will be consolidated and used to inform the next steps of the update process.
